Droit de l'urbanisme et changement climatique : défis et perspectives

Des évènements catastrophiques ont souligné l'actualité du thème choisi pour le quatorzième colloque biennal de l'Association internationale de droit de l'urbanisme (AIDRU), qui s'est tenu les 20 et 21 septembre 2024 à l'Université écologique de Bucarest : le droit de l'urbanisme et le changement climatique. Conformément à la mission de l'AIDRU, ce thème a été traité dans une démarche comparatiste.

L'ouvrage s'ouvre avec un état des lieux, exposant les limites du droit de l'urbanisme positif face au changement climatique, ainsi que les effets des procédures et de la participation. Il se poursuit dans une approche plus prospective, avec une analyse de l'intégration des politiques climatiques dans le droit de l'urbanisme, une évocation de la contribution de ce droit à l'adaptation au changement climatique et une synthèse des leçons des exemples nationaux. Des conclusions générales élargissent la perspective. À la suite de cette partie générale, figurent les différents rapports nationaux.

Land use planning law and climate change : challenges and perspectives

Catastrophics events have highlighted the urgency of the theme chosen for the fourteenth biennial conference of the International Association of Land Use Planning Law (AIDRU), held on September 20th and 21st, 2024, at the Ecological University of Bucharest : land use planning law and climate change. As usual for the AIDRU, the theme was approached from a comparative perspective.

The book starts with the current situation, analysing the limitations of current land use planning law in the face of climate change and the impact of procedures and participation. A more prospective approach follows, with reports on the integration of climate policies in land use planning law, the contribution of the latter to climate change adaptation and the lessons drawn from the national examples. General conclusions open the scope of reflexion. The national reports follow this general section.
