Amid the destruction of infrastructure, mass displacement, and violations of human rights, Information and Communication Technologies (ICTs) emerged as critical tools for intervention. This paper investigates the multifaceted role of ICTs in post-conflict humanitarian assistance, with a particular focus on Tigray. It examines how digital technologies were deployed to deliver emergency aid, document war crimes, facilitate communication, and support reconstruction and advocacy efforts.
By analyzing case examples and assessing both the successes and limitations of ICT-driven responses, this study highlights the potential of ICTs to not only mitigate suffering in conflict zones but also to contribute to sustainable peacebuilding and recovery. The overarching aim is to provide insights into how digital innovation can be effectively integrated into humanitarian strategies in regions affected by violent conflict.
