The objective of this paper is to analyze Argentine foreign policy during the period 1989-1999, focusing on the changes implemented during the administration of President Carlos Menem. It discusses the changes in Argentina's international behavior pattern that occurred in the 1990s, based on the proposal of a new foreign policy model that breaks with the previous model. From the beginning of the Menem administration, Argentina turned its attention primarily to seeking stability in its relationship with the United States, reflected in a policy of alignment. Thus, all other actions, including integration into Mercosur, can be considered complementary to the priority of the new agenda. This work is the result of a doctoral thesis defended at the Department of Political Science at USP in 2002. Using analytical tools provided by foreign policy analysis theory, we observe changes at three levels (objectives, means, and international orientations) that lead to a change in the foreign policy "project." The aim is therefore to make an additional contribution to this field of international relations, using Argentina as a case study.
