The Democratic Republic of Congo, like all constitutional states, relies on a constitution that organizes power, guarantees rights and defines institutions. Since the adoption of the constitution on February 18, 2006, calls for its reform have multiplied. This reform raises a major debate: should we proceed with a constitutional revision (in accordance with the procedures laid down in the text) or with a constitutional change (creation of a new legal order)? The debate opposes two visions: revision: to correct certain provisions while preserving the spirit of the current constitution; change: to endow the country with a new constitution, which could call into question the legal order.
