The second Vatican Council brought a great relief to the Universal Church as well as the World at large. It was a great attempt to complete the magisterium which began at the first Vatican Council (1869-1870). Thanks to the relentless effort of Pope John XXIII whose reign ignited a fresh breath and ensued its convocation. In the same manner, we note, the exhaustible efforts of Pope Paul VI who saw to the commencement of the Second period (1963) to the end of the Council (1965) and the promulgation of the Sixteen documents.The 'aggionamento' of the Council hinges on the pivotal consequences of collegiality because soon after the promulgation of Lumen gentium, Pope Paul VI issued a motu-proprio Apostolica sollicitudo (1965) inaugurating the Synod of Bishops. The chapter Three on the Hierarchical Structure of the Church, particularly on the Episcopate is the basis for its promulgation. And thus, the articles 21-23 on the Sacramentality of the Episcopate, the College of Bishops and its head and the relation within the College conveys the nature of the Synodal assembly.
