This paper uses the institutionalist theoretical framework to explore and improve environmental governance models. To this end, it draws on a case study of a unit of the Brazilian Institute of the Environment and Renewable Natural Resources (IBAMA). This is the General Coordination of Oil and Gas (CGPEG), responsible for licensing projects related to offshore oil and gas exploration and production. The book shows environmental licensing as a form of strategic organisation, articulating the interests of various agents in the pursuit of environmental sustainability. Given that this occurs in a context where it is difficult to establish causal links, its effectiveness depends on adaptive management methods that focus on results, seek to monitor the resource system and prioritise its resilience.
