Si comincia nel '28 con la bonifica delle Paludi Pontine, poi le Puglie, la Libia, il latifondo siciliano. Una vera epopea edificatrice, almeno secondo l'autore che quelle città le ha cercate, visitate, fotografate, studiate una per una arrivando a contarne ben 147. Alcune oggi sono grandi e affollate, altre desolate e spettrali. Eppure hanno molto in comune: la loro storia di "città nuove".
