Luciano Semerani è nato a Trieste nel 1933. È stato allievo e collaboratore di Samonà e Rogers. Insegna e lavora a Venezia e a Trieste ed è stato visiting professor a Vienna e a New York. Con Gigetta Tamaro ha realizzato opere di grande rilievo come l'ospedale di Cattinara a Trieste e il padiglione specialistico e Dipartimento d'urgenza dell'ospedale SS. Giovanni e Paolo a Venezia. Dal 2002 è coordinatore del dottorato di ricerca in composizione architettonica dell'Università IUAV di Venezia.
