Its comprehensive activity in the area of conflict prevention and crisis management, post-conflict peace-building and the promotion of democracy and human rights makes the Organization for Security and Co-operation in Europe (OSCE) an indispensable actor in the creation of peace, security and stability in Europe. The questions of what the OSCE can contribute and/or what it has already undertaken to combat terrorism as well as the revived debate on OSCE reform, which have dominated the discussions in the OSCE in the past months, are examined extensively in the OSCE Yearbook 2002.
